3M joins National Electric Energy Testing Research and Applications Center
3M has joined the National Electric Energy Testing Research and Applications Center (NEETRAC), which comprises energy industry leaders, including public and private utilities, and manufacturers of electricity transmission components.

NRC issues $60,000 fine for inattentive control room supervisor at Pilgrim Nuclear Power Plant
The Nuclear Regulatory Commission has proposed a $60,000 civil penalty for Entergy Nuclear Operations, Inc., for violations that occurred at the Pilgrim nuclear power plant on June 29, 2004. The violations involve a control room supervisor who was asleep for approximately 4 minutes while on duty in the control room, and improper response by a shift manager and reactor operator after observing the inattentive supervisor.

Invensys engineers receive patents for improved turbo machinery, speed measurement accuracy
Invensys Process Systems announced that a team of five Invensys engineers have been awarded two U.S. patents (numbers 6,711,513 and 6,823,275) for speed measurement accuracy improvements made to support the triple modular redundant (TMR) pulse input module.

IEEE begins standard to define communication channel for broadband-over-powerline systems
With momentum building to adapt the installed base of electrical power lines for Internet and other broadband communications, the IEEE has begun work on a standard to define the nature of the communication channel to be used. This standard, being developed within the IEEE-SA Corporate Program, will be an essential step in helping manufacturers develop the devices to be used in commercializing this approach.

IEEE approves distributed resources standard
The Institute of Electrical and Electronics Engineers Standards Association (IEEE-SA) Standards Board has approved a new standard for load and fused load-interrupter switchgear in AC systems. It also approved a revised standard for automatic circuit reclosers and fault interrupters in AC systems.

FERC, U.S. Army Corps of Engineers sign MOU on agency roles in authorizing gas projects
The Federal Energy Regulatory Commission (FERC) and the U.S. Army Corps of Engineers have signed a memorandum of understanding to streamline regulatory processes through early coordination to identify project purposes, needs and alternatives that each agency can use in carrying out its respective regulatory responsibilities.

I>Electric Light & Power and Utility Automation & Engineering T&D readers last heard about the U.S. Environmental Protection Agency's (EPA) voluntary sulfur hexafluoride (SF6) partnership with the electric power industry back in 2000. Since then the SF6 Emission Reduction Partnership for Electric Power Systems has grown, stream-lined its Memorandum of Understanding (MOU), and developed an electronic spreadsheet to ease the reporting of SF6 emissions.

NRC begins special inspection at James A. Fitzpatrick nuclear plant
The Nuclear Regulatory Commission has initiated a special inspection at the James A. FitzPatrick nuclear power plant in response to the discovery of cracking in the facility's torus, or pressure suppression chamber, and a shutdown cooling line. Members of the three-person team arrived this afternoon at the Scriba, N.Y., plant, which is operated by Entergy.
