Avista files general rate case with Washington regulators
Avista has filed a request with the Washington Utilities and Transportation Commission (WUTC) to increase base electric rates by 12.5 percent and base natural gas rates by 1.8 percent. Avista's request is designed to increase electric revenues by $35.8 million annually and natural gas revenues by $2.9 million annually, and is based on a proposed rate of return of 9.67 percent with a common equity ratio of 44 percent and an 11.5 percent return on equity.

El Paso electric files shelf registration
El Paso Electric has filed a universal shelf registration statement on Form S-3 with the Securities and Exchange Commission (SEC). The registration statement, when declared effective by the SEC, will permit EPE to issue debt securities, first mortgage bonds, common stock, preferred stock, warrants, purchase contracts and units from time to time, in one or more offerings, up to an aggregate amount of $1 billion.

Central Vermont Public Service: PSB orders rate reduction, refund
Central Vermont Public Service is reviewing a Vermont Public Service Board order issued in the company's rate case. The board ordered a 1.88 percent rate decrease effective April 7, and refunds equivalent to 1.25 percent for the previous 12 months.

Agreement is the result of a collaborative process to secure long-term supply and improve air quality
KCP&L, a subsidiary of Great Plains Energy, has filed an agreement recommending the approval and implementation of a long-term energy plan with the Missouri Public Service Commission (MPSC). The comprehensive plan contained in the agreement is designed to meet the growing demand for additional electricity while delivering significant economic and environmental benefits to the Kansas City area.

GE Commercial Finance Energy Financial Services announced that it had structured and underwritten the financing of two private equity funds' acquisition of the Lincoln Generating Facility, a power plant in Illinois.

Interstate Power and Light Company to file request for change in natural gas service rates
Interstate Power and Light Company (IP&L), a subsidiary of Alliant Energy Corporation announced that the company will file a request for a natural gas service rate change with the Iowa Utilities Board (IUB) on April 15, 2005. The request seeks to recover the costs of natural gas delivery system infrastructure investments made in Iowa over the last three years and general increases in the costs of providing safe, reliable and environmentally sound service.
