Princeton, NJ, April 26, 2007 -- The North American Electric Reliability Corporation (NERC) welcomed the Federal Energy Regulatory Commission's (FERC) approval of the NERC Uniform Compliance Monitoring and Enforcement Program and the delegation agreements NERC proposed with eight regional entities.
Under authority delegated by NERC through the delegation agreements, those regional entities -- Texas Regional Entity, a Division of the Electric Reliability Council of Texas; Florida Reliability Coordinating Council; Midwest Reliability Organization; Northeast Power Coordinating Council: Cross Border Regional Entity Inc.; ReliabilityFirst Corp.; SERC Reliability Corp.; Southwest Power Pool Inc.; and Western Electricity Coordinating Council -- will have primary responsibility for the day-to-day compliance monitoring and enforcement of reliability standards that become effective June 4, 2007.
NERC and the regional entities must file the executed agreements within 30 days. FERC also gave NERC and the regional entities 180 days to make certain improvements in the agreements. NERC expects to work with the regional entities over the next several weeks to resolve those matters. In addition, NERC and the regions are working with governmental authorities in Canada to develop equivalent programs.
"NERC and the regions have worked long and hard to develop the compliance monitoring and enforcement program the commission approved," said NERC president and CEO Rick Sergel. "I know the owners, operators, and users of the bulk power system take seriously their responsibilities under the new reliability standards. The approved compliance monitoring and enforcement program will provide that assurance to all those with an interest in the reliability of the bulk power system."
"Putting the delegation agreements in place is the last major element in NERC's long-sought goal of having mandatory and enforceable standards," added NERC board chairman Richard Drouin. "We look forward to working with the regional entities to make the compliance monitoring and enforcement program an effective one."
